Can't install trial on Windows 7 Professional

I've downloaded the trial version but I'm unable to install it.  When I run setup.exe I get the error:

The Application was unable to start correctly (0xc0150004).  Click OK to close the application.

I ran it as administrator.  I even logged on with a local admin account to be sure I was getting the credentials correct.  I've downloaded it 3 different times to make sure that It wasn't a problem with the zip file.  Each time it extracted the full number of files.
